CALIFORNIA DEPARTMENT OF "REHABILITATION" AND CORRECTIOns

     Since January of 2024, Antwoine has been in RHU.  He has been requesting to be housed appropriately, according to his case factors.  His case factors consist of being 49 years old, incarcerated for twenty years; having no drug violations, weapon violations, or fights with other inmates.  

     Antwoine has been trying to be housed where he can do his time constructively.  CDC"R" is dealing with Antwoine's request arbitrarily.  Why is CDC"R" issuing Antwoine rule violations for not wanting to be housed on a yard operating under STG politics.

     CDC"R"'s responsibility is to safely house incarcerated individuals.  Issuing rule violations to Antwoine because he wants to be housed safely serves no legitimate corrective purpose.  From a correction stand-point, a rule violation should serve to deter or incapacitate undesirable behavior.  What is the behavior Antwoine is displaying that CDC"R" wants to deter or incapacitate?
